There is a global VoIP Exchange where telecom providers can sell call connection (termination) services. Each telecom provider has his own gate (physical socket for making a call), call connection (termination) price and call quality which depends on gate parameters. When you call , for example from Moscow to St. Petersburg, you purchase the termination service from a telecom provider . During initiation of a call, the system enumerates gates (every gate has 30 and more PSTN lines). If the first gate is busy then the system takes the next one. The call order is a sequence of gates through which the system tries to make a call. The sequence is generated by the conditions of the gates parameters. Generally, the system makes a connection by picking the lowest connection price from the exchange.
